About this role
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development projects in Civil Aviation fields. It manages the ICAO Roster of Experts for technical assistance and cooperation initiatives. This role supports development, implementation, monitoring, and evaluation of projects.
Experts perform area/route radar controller duties at designated airports, obtaining necessary aerodrome control ratings promptly. They maintain coordination with military controllers and other ATC units as applicable. Daily tasks include ensuring smooth operations in conformity with ICAO standards.
The Field Operations Section (FOS) drafts agreements, identifies priority areas, and develops objectives, activities, and deliverables for country-specific projects. Team members collaborate within a structured bureau environment focused on civil aviation capacity building. Coordination extends to responding to airport user needs.
Provide on-the-job training to nationals with basic ATC training, assess their performance, and recommend ratings. Hand over duties to qualified nationals while retaining supervision. Ensure ATC procedures at area control centres remain up-to-date with ICAO requirements.

Responsibilities
- Obtain aerodrome control rating for selected airport as soon as possible
- Perform area/route radar controller’s duties at airport being rated
- Maintain coordination with military controller, if applicable, and other ATC units
- Provide on-the-job training on area/route radar control to nationals with basic air traffic control training
- Assess performance of trainee controllers and recommend their rating as area/route radar controllers
- Hand over area/route radar control duties to rated nationals while retaining a supervisory role
- Ensure ATC procedures and instructions at area control centre are up-to-date and in conformity with ICAO requirements
- Perform other related duties as assigned
