Parsons is seeking a highly experienced Construction Manager - ATCT to oversee the construction of the Air Traffic Control Tower for a large-scale airport development program. This role demands deep understanding of airport infrastructure and unique ATCT challenges. The ideal candidate ensures on-time, within-budget delivery compliant with regulatory, safety, and aviation standards.

Lead and manage overall ATCT construction, following approved design, scope, and schedule. Develop construction strategies, policies, and procedures aligned with client objectives. Ensure seamless integration of design, procurement, construction, commissioning, and handover processes.

Oversee master construction schedule, site preparation, foundations, structural work, electrical, and systems installation. Monitor progress, evaluate contractor schedules, manage costs, and track performance against baselines. Coordinate with stakeholders including airport authorities, contractors, and agencies as primary point of contact.

Maintain highest safety standards through audits, training, and a safety-first culture. Implement quality management with inspections and corrective actions. Identify risks, develop mitigation strategies, and prepare progress reports with KPIs and safety metrics.

Requirements

15+ years of experience in construction management
Proven success in managing complex aviation projects
Deep understanding of airport infrastructure, specifically the unique requirements and challenges of constructing an ATCT
Strong focus on safety, quality, and timely delivery
Expertise in aviation regulatory, safety, and standards compliance
Experience ensuring construction aligns with aviation-specific requirements
Ability to manage risks in aviation construction environments

Responsibilities

Lead, manage, and oversee the overall construction of the ATCT, ensuring the project follows the approved design, scope, and schedule
Develop and implement construction strategies, policies, and procedures to ensure project alignment with client and project objectives
Ensure seamless integration of various project components such as design, procurement, construction, commissioning, and handover
Oversee the preparation and review of the master construction schedule, ensuring alignment with project milestones
Coordinate all activities related to site preparation, foundations, structural work, electrical, and systems installation for the ATCT
Monitor progress and performance of construction activities, identifying delays, recovery actions, and mitigation strategies
Oversee all cost management aspects, develop project cost baselines, track performance, and provide variance analysis
Ensure the highest standards of safety, conduct regular safety audits, and lead a safety-first culture
